What is DAre?

DARE (Darussalam Enterprise) is a Statutory Body with the aim to nurture and support the development of local enterprises at various stages. DARE works closely with government and non-government agencies locally and abroad to foster the growth of local enterprises and increase their contribution to GDP, employment and export. Through DARE, a common and unified approach is taken to direct, support and encourage the growth of local enterprises under a single body represented and driven by the private sector.

What is the Business Support Centre (BSC)?

The Business Support Centre (BSC) is an Action Centre established by DARE providing a single venue for businesses to:

In Shaa Allah, there are plans to open up BSC branches in Tutong and Temburong. For BSC in Tutong, we are currently in the process of identifying suitable location while for Temburong, we have identified Bato Apoi Industrial Complex as the potential location for BSC in Temburong District. Commencement of its operation will be announced accordingly.

What is IBA?

Industry Business Academy (IBA) is a well-structured learning and development programmes developed by DARE to enhance the fundamentals of enterprises in starting, running and growing their business.It was created after analyzing present day issues related to capabilities and knowledge of the local entrepreneurial environment.

How long is the IBA program?

IBA program is usually take or runs for 6 months (IBA cycle).

Is it compulsory to attend the IBA program?

The IBA is a flexible program. Attendance is dependent on the participants and not compulsory.

What are the costs involved for attending the IBA program?

The IBA program is currently offered free of charge.

Who can register for IBA?

The IBA programme is open to any aspiring and existing entrepreneurs of all levels.

Can the company invite people to join the IBA program who are not affiliated with the company?

Yes, the IBA program is open to any aspiring and existing entrepreneurs of all levels.

Will there be certificates issued at the end of IBA?

Currently, there are no certificates issued for the participants of IBA. The courses are conducted by industrial experts from different areas and organizations.

How do companies register to join the program?

Please email dare@ei.gov.bn. Each interested participant would be sent a registration form to be filled and emailed back to DARE.

Are the courses conducted in English or Malay?

No, the courses that are conducted mostly in English language. The materials will be presented generally in English.

How long is per module?

Each module is normally conducted within a day, depending on the subject matter.

Must the owner attend ALL the IBA modules?

The IBA program is a flexible program that aims to provide a platform where enterprises can increase their skills and knowledge in starting, running and expanding a business. Business owners are recommended to attend modules on subject matters which they are not familiar with or have little experience in.

What is Microcredit Financing Scheme?

The Microcredit Financing Scheme is a financing scheme with Bank Islam Brunei Darussalam (BIBD) with a maximum facility amount of up to BND$15,000.00/applicant and a repayment period of up to 36 months.

What are the eligibility requirements?

Founders/owners/applicants are citizens of Brunei Darussalam:
• Businesses registered under the Business Act and operating in Brunei Darussalam
• 100% local shareholding
• Business is classified under category of Micro Small and Medium Enterprise (MSME) with less than 100 employees
• No adverse track record with any financial institutions/suppliers/creditors. However, still subjected to review on a case to case basis
• Ability to provide up to date management accounts/financial statements on a quarterly basis or upon request

Submission of applications will be directly via Bank Islam Brunei Darussalam (BIBD).

What are the eligibility requirements?

• For Industrial Land applications, companies must be registered as Private Limited (SDN BHD) with Bumiputera equity participation of at least 30%.
• For Industrial Complex applications, owner of the companies must be of Brunei citizen holding a yellow Identification Card.

Where to submit this eligibility applications?

• All applications for industrial site or complex must be submitted to DARE.

What is meant by Startup Boot Camp Programme?

It is a program which is aimed to incubate startups as well as accelerate growth of new and existing businesses that wish to reinvent themselves. For a 100-day over 15 weeks, participants will go through an intensive idealization as well as execution whereby investors, established entrepreneurs, and mentors will work with the startups and businesses to grow in both Brunei and ideally overseas. The programme will focus on the following areas:

Ingin mengetahui senarai Cottage Industry yang dibenarkan di kawasan Perumahan.

Kegiatan Cottage yang dibenarkan didalam kawasan perumahan (di luar RPN atau STKRJ) adalah seoerti kegiatan tukang jahit, pembuatan makanan seperti keropok dan kueh muih. Walaubagaimanapun kegiatan yang dibenarkan berkenaan hanyalah dihadkan di dalam sebuah bilik sahaja, dipunyai oleh pemilik rumah berkenaan dengan menggunakan dua orang pekerja asing sahaja. Walaubagaimanapun, bagi kawasan RPN atau STKRJ, kegiatan perniagaan adalah tidak dibenarkan. Kegiatan berkenaan adalah melanggar syarat yang dibenarkan, iaitu Perumahan sahaja.

Bagaimana untuk memohon bagi mendapatkan tapak industry Lisen Tumpang Sementara (LTS) di Negara Brunei Darussalam ini?

Pihak pemohon hendaklah menghadapkan permohonan tapak LTS industry kepada Darussalam Enterprise (DARE). Jabatan Perdana Menteri. Pihak berkenaan akan membuat penelitian seterusnya bagi permohonan tapak berkenaan. Sekiranya tapak belum ada, pihak DARE akan menghadapkan permohonan tapak kepada JPBD bagi pengenalpastian tapak.

Bolehkah mereka untuk membuka cyber café di atas lot 9434 (Tingkat 1) Kampong Mentiri?

Pihak Jabatan untuk membuat penelitian lanjut berkenaan dengan syarat khas tanah lot berkenaan. Permohonan untuk dihadapkan ke Jabatan Perancang Bandar dan Desa. Pemohon untuk menyatakan dengan jelas jenis kegiatan yang akan dijalankan dan lokasi kegiatan. Walaubagaimanapun, secara lazimnya, kegiatan cottage industry dalam kawasan perumahan (diluar RPN atau STKRJ) adalah dihadkan kepada sebuah bilik sahaja dan kegiatan berkenaan tidak berpotensi untuk mengakibatkan tambahan aliran traffik ke kawasan berkenaan. Disamping mi juga kegiatan berkenaan diusahakan oleh penghuni rumah berkenaan sahaja. Sekiranya mengunakan pekerja asing, di hadkan kepada dua orang sahaja. Kegiatan Cottage Industry tidak dibenarkan di dalam kawasan Perumahan RPN atau STKRJ. Syarat Khas tanah hanya memberi kebenaran bagi kegunaan Perumahan sahaja.

Dimanakah menghadapkan permohonan sekiranya berhasrat untuk membuat bisnes dalam kawasan perumahan?

Membuat kegiatan perniagaan dalam kawasan perumahan (RPN) adalah melanggar syarat perumahan yang ditetapkan oleh pihak Kerajaan.
Bagi kawasan Perumahan di luar RPN dan STKRJ, Kegiatan cottage industries adalah dibenarkan tertakluk kegiatan berkenaan dihadkan di dalam sebuah bilik, diusahakan oleh pemilik rumah dan hanya dibenarkan menggunakan dua orang pekerja asing sahaja.

Ingin mengetahui prosedur menghadapkan permohonan pemasangan papan iklan?

Dinasihatkan untuk menghadapkan terus permohonan ke Autoriti Kawalan Bangunan dan Industri Pembinaan.

Adakah laman web JPBD ada menyediakan sebarang maklumat berkenaan dengan tapak perniagaan?

Setakat ini maklumat berkenaan tidak ada di dalam laman web JPBD. Bagi maklumat lanjut, dinasihatkan untuk datang ke Ibu Pejabat JPBD.

Apakah proses untuk membina garaj kereta bagi kegunaan perniagaan mencuci kereta? Apakah lokasi dimaksudkan – sebelah sekolah STPRI

Maklumat lanjut diperlukan oleh pihak JPBD. Dalam hal ini, dinasihatkan untuk menghadapkan permohonan bagi penelitian.

Apakah Aduan- Pihak ABCi tiak menerima pembayaran bagi permohonan untuk mendapatkan kebenaran Bangunan?

Dinasihatkan untuk mendapatkan kepastian dari pihak ABCi. Manakala pembayaran Yuran Perancangan ditiadakan sementara menunggu ketetapan dari pihak berkenaan

Apakah proses permohonan bagi mendapatkan kebenaran untuk ubahsuai kedai perniagaan tanpa melibatkan petak letak kereta?

Sekiranya ubahsuai atau tambahan unit kedai melibatkan tambahan ruang lantai, Pihak Pemaju untuk melantik Arkitek Berdaftar untuk menghadapkan permohonan bagi mendapatkan kebenaran Perancangan dari JPBD. Seterusnya menghadapkan kebenaran kepada ABCi bagi mendapatkan kebenaran ubahsuai bangunan. Sekiranya tidak melibatkan tambahan ruang lantai dan ubahsuai bersifat internal renovation sahaja, permohonan untuk dihadapkan ke JPBD bagi Pengesahan Perancangan dan selepas itu ke ABC! bagi mendapatkan kebenaran ubahsuai unit kedai.

Aduan – Pihak Jabatan Bandaran tidak lagi menerima permohonan pemecahan dan penyatuan tanah bagi mendapatkan ulasan agensi berkenaan?

JPBD akan menulis kepada pihak Jabatan Bandaran untuk memaklumkan Jabatan Bandaran masih diperlukan untuk memberikan ulasan bagi tanah-tanah yang termasuk dalam kawasan Bandaran.

Adakah dibenarkan sekiranya garaj Kereta (berdinding) yang sedia ada untuk pameran barang jualan?

Dinasihatkan untuk menulis kepada pihak Jabatan bagi penelitian lanjut memandangkan fail lot berkenaan untuk dirujuk terlebih dahulu bagi memastikan skop kebenaran Bangunan awal.

Apakah proses dan prosedur untuk mendapatkan kebenaran bagi kegiatan Homestay?

Dinasihatkan untuk menghadapkan maklumat lanjut mengenai cadangan homestay bagi Pre-Consultation Stage. Pihak Jabatan akan meneliti permohonan dan memberikan maklumbalas berkenaan.

Adakah tanah yang terkandung dalam Skim Perpindahan Kampong Ayer Besar Imas boleh dipecah?

Dinasihatkan untuk merujuk persoalan ini kepada pihak Jabatan Tanah bagi mengenalpasti sekatan-sekatan yang ada di dalam geran tanah.

Apakah prosedur bagi mendapatkan kebenaran untuk menggunakan tanah kerajaan untuk dimajukan bagi kegunaan komersial? Lokasi yang dimaksudkan ialah dekat bangunan Jabatan Pengangkutan Darat, Daerah Temburong?

Autoriti Kawalan Bangunan dan Industri Pembinaan (ABCi) adalah agensi yang bertanggungjawab untuk mengeluarkan kebenaran kerja-kerja tanah. Dalam hal ini, pengaju soalan dinasihatkan untuk menghadapkan permohonan kerja tanah ke ABCi atau ke Kaunter ABCi bagi mendapatkan maklumat lanjut mengenai proses dan prosedur berkenaan.

Ya, OP diperlukan semasa menghadapkan boring permohonan (prosedur 1).

Bolehkah agensi kerajaan menepati TPOR 7 hari bagi proses 1 memandangkan proses berkenaan melibatkan 2 skop kerja?

TPOR 7 hari adalah komitmen daripada Kementerian Pembangunan. Statistik TPOR boleh dilihat dalam laman web Jabatan peratus proses yang menepati TPOR.

Apakah proses untuk mendapatkan bekalan sementara untuk kerja-kerja pengujian pendawaian dan berapa lama bekalan eletrik sementara diberikan oleh Jabatan?

Bolehkah pembayaran ‘connection charges’ dibuat awal sebelum prosedur 3?

Pembayaran ‘connection charges’ hanya dapat dibayar dalam prosedur 3 setelah borang permohonan dihadapkan dengan lengkap.

Adakah penggunan prepaid CT meter dimestikan oleh Jabatan?

Bagi permohonan 101A – 400A, prepaid CT meter dengan built in modem adalah dimestikan.

Pemborong / Konsultan memohon tatacara (guideline) bagi pembekalan kabel HT memandangkan pada masa ini Jabatan tidak lagi membekalkan kabel berkenaan. Adakah ia melibatkan semua permohonan ataupun Jabatan akan membekalkan kabel berkenaan sekiranya kabel yang diperlukan terlalu panjang?

Pada dasarnya, semua permohonan yang memerlukan kabel HT akan ditanggung sendiri oleh pemaju mulai 1 Januari 2016.

Architect / Engineer Professionals should ensure that all conditions or requirements are met prior to submitting the application to the ABCi. Architect / Engineer Professional shall ensure that all plans are coordinated by the comments made by the disciplines concerned (in accordance with standards and guidelines that are running at the moment.

What is the next step after the plan amendment moved?

If the plan amendment are faced found to comply with the standards and guidelines, 2 sets of clean plan signed by an architect and also the original land owner, which takes into account the amendments shall confront to ABCi to issue Letter of Development.

When Form C can be exposed?

Form C can only be confronted when the Truth Progress has been issued by the Competent Authority Development Control (ABC1)
(In case the application form and confronted before the Development consent was issued, The application will not be supported and returned)

Are Form C can be confronted with net Plan?

Form C should not be confronted with Net Plan on net plan is scrutinized for compatibility with the guidelines, standards or amendments if exist. Form C will not be accepted and will be returned.

What are the documents required for permit applications to start making progress?

Please refer to the key documents required. The applicant is also required to ensure that all required forms with complete and application requirements and documents are complete and exposes a Registered Contractor Registration Certificate is still valid.

Can 'Piling' instituted before the Form C are supported?

Any progress on the site, including the piling is not allowed before the truth Form C is being issued.

When Truth Readiness Development (OP) released?

Authorization letter issued after the completion of the progress examined and found satisfactory in terms of health, safety and the environment, (Health Safety & Environment (HSE) and comply with the Standard and guidelines that are running at the moment.
